On 12 August 2026, the EU's new Regulation on Packaging and Packaging Waste (PPWR, EU 2025/40) entered into full‑force mandatory application across all 27 EU Member States. This official EU regulation fully replaces the long‑standing Packaging Directive 94/62/EC, which had been in force for nearly 30 years.The EU Carbon Border Adjustment Mechanism (CBAM) and tightened ESG disclosure regulations now mandate the following documents:

Unlike prior directives, the PPWR is a directly applicable EU regulation; Member States are not permitted to set national transitional periods. All industrial goods entering EU territory, including bulk chemical goods transhipped via Polish bonded warehouses and goods circulated within the EU, must comply with this updated packaging‑compliance framework as of the effective implementation date.

Mandatory Official Technical Requirements (effective 12 August 2026)

Per the official EU legal text and published implementation guidelines, three core compliance criteria now apply fully to all industrial‑grade packaging:

1. Heavy‑metal limits (applicable to all packaging)

All packaging materials, steel drums, plastic drums, IBC intermediate bulk containers, pallet stretch film, labels and printing inks shall meet the cumulative heavy‑metal limit:

Lead + Cadmium + Mercury + Hexavalent Chromium ≤ 100 mg/kg.

This provision applies unconditionally to all imported industrial‑chemical packaging in circulation.

2. PFAS restriction (strictly defined scope of application)

Under the PPWR, the PFAS ban applies exclusively to food‑contact packaging.

Ordinary industrial‑chemical packaging used for solvents, polyols and other industrial raw materials is not subject to the PFAS provisions. This removes unnecessary compliance barriers for bulk‑chemical trade.

3. Recyclable‑design requirements and Declaration of Conformity (DoC)

All packaging placed on the EU market must satisfy recyclability‑assessment criteria under the "design‑for‑recycling" principle. Upon customer request, suppliers shall provide standardised Declarations of Conformity (DoC) for customs control and market‑surveillance inspections.

EPR Responsibility Allocation for B2B Chemical Trade

Under the official PPWR provisions governing bulk‑industrial trade:

‑ Local EU importers bear full legal liability, including EPR registration, annual packaging‑weight reporting and waste‑recovery obligations.

‑ Non‑EU chemical suppliers shall furnish authentic packaging‑material specifications, packaging‑weight records and supporting compliance documentation to assist customers with official EPR filings.

Clear‑cut responsibility boundaries avoid compliance misconceptions originating from cross‑border‑e‑commerce‑oriented interpretations.

Compliance Implementation for Central‑Eastern‑European Supply Chains

As a chemical supplier serving markets across Central‑Eastern Europe, the Western Balkans, Ukraine and Moldova, our supply‑chain system with bonded warehousing in Poland fully adheres to territorial PPWR regulatory rules.

All industrial steel drums and IBC containers deployed within our EU‑transit supply chain have completed internal compliance verification, including heavy‑metal‑parameter validation and structural recyclability assessment. Full sets of standardised compliance documents are available to support European industrial customers with customs clearance and long‑term regulatory‑compliance management.

Summary and Ongoing Compliance Monitoring

The PPWR represents the EU's unified upgraded regulatory regime for packaging‑related environmental safety and circular‑economy governance. Effective 12 August 2026, EU packaging compliance is no longer governed by fragmented national‑level standards; binding requirements apply uniformly across the EU.

Our team continuously monitors official EU amendments, evolving recyclability standards and regional enforcement divergences, to ensure stable PPWR compliance, traceability and verifiability for all exported bulk‑chemical shipments.

Disclaimer: This document provides an interpretation of EU PPWR regulatory provisions for reference purposes only in industrial‑chemical trade. Final legal‑compliance obligations shall be subject to local EU regulatory policies and importers' registration and filing formalities.
