EU PPWR Official Exemption Framework|Interpretation of Compliance Boundaries for Chemical Packaging
recycled‑content requirements and exceptions for hazardous packaging for goods exported to the EU
Following the official entry‑into‑force of PPWR (EU 2025/40), the European Commission has published the complete list of partial packaging exemptions. Legally, no packaging category qualifies for a full exemption; all exemptions apply only to specific individual obligations, while core compliance obligations remain mandatory.

Article 6: Exemptions related to recyclability classes

Based on the industrial packaging standard EN 1812‑2025, the EU will phase in the recyclability classification system from 2030 and 2038:
● Class A: ≥80 % recyclability
● Class B: ≥70 % recyclability
● Class C: ≥50 % recyclability; Class C packaging to be fully phased‑out as of 2038
Exemptions from recyclability classification requirements apply only to the below‑listed categories:
● Protective packaging for sensitive medical devices
● Packaging in direct contact with human and veterinary medicinal products
● Packaging for infant nutrition and special‑medical‑purpose foods
● Natural low‑impact packaging: cork, textiles, ceramic articles
Conventional chemical industrial packaging enjoys no exemptions and must strictly comply with the 2030 and 2038 classification timelines.
Hazardous‑goods packaging defined under the ADR international transport standard is exempt from recyclability classification and quantitative recycling‑target obligations. Nevertheless, obligations including heavy‑metal testing, document retention and issuance of Declaration of Conformity (DoC) must be fully fulfilled.
Article 7: Exemptions from recycled‑content obligations
Mandatory percentage‑based recycled‑content targets effective from 01‑01‑2030 may be waived only under strictly limited scenarios:
● Packaging for high‑sensitivity medical devices
● Safety outer packaging for pharmaceutical products
● Composite packaging with very low plastic fractions
For food‑contact packaging, exemption from recycled‑content obligations is permitted only where the European Food Safety Authority (EFSA) risk assessment confirms recycled materials cannot meet EU food‑safety standards. This exemption does not apply to ordinary chemical‑product packaging.
Article 29: Exemptions from target‑based obligations
Stretch film for pallets and cargo strapping used exclusively for intra‑EU logistics are exempt from the 100 % recyclability requirement. Industrial packaging including drums, plastic drums and IBC intermediate bulk containers remains fully subject to regulatory controls.
Practical Compliance Takeaways for Exporters
● Ordinary chemical drums, IBCs and industrial plastic packaging: no exemptions, full mandatory compliance applies
● ADR‑defined hazardous‑goods packaging: exempt only from recyclability‑classification rules
● PFAS controls under PPWR do not apply to industrial chemical packaging
● EPR (Extended Producer Responsibility) registration obligations vary across EU Member States and shall be verified country‑by‑country
Industrial packaging supplies for trade routes covering Central‑Eastern Europe, the Western Balkans, Ukraine and Moldova have completed PPWR compliance verification. Full material test reports, exemption supporting documentation and complete technical files are available for review by EU customers.
Disclaimer: All PPWR exemptions are partial and scenario‑specific. Final compliance determinations shall be subject to official EU regulatory texts.
