On 7 May 2026, China, the EU and Brazil jointly established the Open Alliance for Compliant Carbon Markets in Florence, Italy, marking a new phase of unified and multilateral global carbon regulations. The alliance will accelerate implementation of the CBAM (Carbon Border Adjustment Mechanism), introducing new green entry standards for chemicals exported to Europe.
Under the official roadmap, the alliance's overall framework will be formally approved at the Wuhan Carbon Market Summit on 15 September 2026. Building on the EU's established EU ETS carbon emission system, unified standards for carbon accounting, carbon disclosure and internalised carbon costs will be widely adopted, with the high-emission chemical industry prioritised for regulatory oversight.
From now on, chemical exporters to the EU must meet three mandatory compliance requirements:
- Full-lifecycle carbon footprint assessment and disclosure (ISO 14067)
- CBAM carbon cost declaration
- End-to-end supply-chain ESG traceability verification
