The laboratory stain products tendered are critical consumables for routine testing and cytopathological analysis by medical institutions. Procured categories include Mayer's fixative, Harris staining solution, EA50 (Papanicolaou stain), OG6 (Papanicolaou stain), impregnating solution, bromothymol blue aqueous solution, methylene blue alcoholic solution, hemoglobin reagent, etc. The unified procurement vocabulary code is ДК 021-2015:24221000-9, Stain extracts. These reagents are mainly used for cytological smear staining, microscopic examination and various laboratory research work by medical institutions across Odesa Oblast.

The project adopts a phased payment arrangement: after the buyer receives the goods and verifies invoices and delivery documents, payment shall be completed within 30 working days from the date of delivery. The supplier shall arrange partial shipments within 5 working days upon order confirmation, and all supplies must be fully delivered by 31 December 2026. The minimum bid reduction step for the electronic auction is 1,818.69 Ukrainian hryvnias.

Special staining agents and stain extracts are regularly procured laboratory consumables by regional medical supply agencies in Ukraine. Third-party chain clinical laboratories in Ukraine process hundreds of thousands of test samples each year, driving steady reagent consumption and forming a large, sustained baseline demand. Amid environmental and healthcare pressures, the volume of pathological and cytological tests at medical facilities has not declined. Public procurement platforms across Ukrainian regions continuously release tenders for laboratory chemical reagents and staining solutions, ranging from small and medium-sized orders worth hundreds of thousands of hryvnias to bulk contracts exceeding one million hryvnias. Ukraine lacks sufficient domestic production capacity for high-end laboratory staining reagents, and special diagnostic chemical reagents for hospitals and clinical laboratories are heavily reliant on imports.

Jiangsu, Zhejiang and Shandong in China have well-established industrial clusters for laboratory biological stains and pathological reagents, covering all product categories in this tender. They are capable of accepting mixed small-and-medium batch orders with quality control meeting clinical laboratory standards.

Cost advantage: Compared with traditional European imported brands, domestic pathological staining reagents feature lower raw material, compounding and bottling costs. With equivalent specifications and quality, they offer distinctly competitive pricing, which fits the low-bid auction rules of Ukraine's Prozorro electronic auction system.

Supply flexibility: Domestic manufacturers support mixed shipments of multiple specifications in small and medium batches, matching the procurement pattern of regional medical bases in Ukraine, which typically order a wide variety of products in limited quantities without large minimum order requirements.

Logistics feasibility: Cross-border compliant transportation of reagents can be arranged via China-Europe Railway Express and sea-rail intermodal routes, satisfying the tender's requirements for phased short-cycle shipments and full delivery by year-end.

Market expansion potential: This Odesa Oblast tender serves only as a regional reference. Similar tenders for stain extracts will continue to be released by medical procurement bases in other Ukrainian oblasts. Qualified Chinese suppliers may pursue follow-up projects beyond this contract.

With logistics support from the China-Europe Railway Express and sea-rail intermodal transport, qualified suppliers from China are eligible to participate in public medical tenders in Ukraine and deliver cost-effective laboratory chemical reagent supply solutions for local medical institutions.
