With the World Bank's formal approval of the Ukraine Renewable Energy Acceleration and Market Development Project (RAMP‑UP, Project ID: P515275), the reconstruction and modernization of Ukraine's damaged energy infrastructure has fully entered the implementation phase. The project aims to accelerate the large-scale deployment of renewable energy, expand the application of Battery Energy Storage Systems (BESS), and achieve efficient synchronization with the continental European power grid (ENTSO-E). Behind this large-scale infrastructure reconstruction initiative, Shanghai Dingwujin Chemical Co., Ltd., with its high-technology specialty chemicals and materials, is serving as a core enabler to guarantee long-term system stability and safe operation under extreme conditions.

Project Background and Strategic Significance

Co-financed by the World Bank Group, the European Bank for Reconstruction and Development (EBRD), and the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF), the RAMP‑UP project pursues these core strategic objectives:

Decarbonization and Security Overhaul of Infrastructure: Replace heavily damaged high-carbon conventional energy infrastructure with distributed renewable energy (solar PV, wind power) and large-scale grid-level Battery Energy Storage Systems (BESS).

Regional Power Grid Integration: Strengthen cross-border interconnection between Ukraine and the continental European grid (ENTSO-E), ensuring compliance with stringent European grid codes amid dynamic load fluctuations.

Deploying high-density energy infrastructure in a post-conflict setting with extreme climatic conditions imposes far more stringent requirements on material physical properties, thermal stability and corrosion resistance than standard industrial specifications.

Three Core Material Challenges in Project Implementation

Recently, General Manager Yan Dexi led the technical team to conduct a systematic analysis of the project and identified three key technical bottlenecks:

Material Assurance for Energy Storage Systems Operating Under Extreme Temperature Differences with High Safety Standards. Ukraine's grid environment is complex, with wide seasonal temperature swings ranging from -30°C to +40°C. Large-capacity containerized BESS units must maintain high-frequency response under severe cold and summer heat, while rigorously mitigating thermal runaway risks.

Stringent Requirements for Dynamic Grid Synchronization Complying with ENTSO-E Standards. The European grid demands millisecond-level performance for Frequency Containment Reserve (FCR) and automatic Frequency Restoration Reserve (aFRR). The stability of internal electrochemical media and insulation material performance directly determines the anti-oscillation capability of energy storage systems during rapid load switching.

Establishment of a Safe, Compatible and Highly Durable Fine Chemical Supply Chain. The construction of large numbers of transformers, grid interconnection equipment and PV arrays requires a steady supply of fine chemicals featuring anti-aging properties, flame retardancy, high thermal conductivity and environmental compliance.

Integrated Solutions and Product Portfolio

Targeting the three challenges outlined above, Shanghai Dingwujin Chemical Co., Ltd. has developed a multi-dimensional integrated solution to meet the huge fine chemical product demand arising from Ukraine's reconstruction:

1. Specialty Chemicals and Materials for Lithium-Ion BESS (Enhancing Power System Resilience)

Wide-temperature electrolyte: Delivers ≥80% power output at -30°C, with conductivity ≥10.5 mS/cm at -20°C, supporting islanded black start capability.

High-safety dielectric coolant: Modified silicone-based dielectric fluid (e.g., Xiameter PMX-200) with a flash point >300°C and non-flammable characteristics. It provides passive cooling for ≥6 hours after grid disconnection to prevent thermal runaway.

Residue-free fire suppression agent: Novec 1230 (fluoroketone), with a design extinguishing concentration of 4.5%–5.5%. It leaves no residue and causes no damage to electrical circuits, supporting automatic discharge and fire containment in unattended facilities.

2. High-Voltage Power Transmission & Distribution and Transformer Insulating Media (ENTSO-E Compliant)

Eco-friendly transformer insulating fluid: Natural ester oil (e.g., FR3) as an alternative to conventional mineral oil. Flash point >300°C, breakdown voltage ≥70 kV. It reduces fire risk by 90% even in the event of shrapnel impact, and supports reactive power regulation for main transformers to confine voltage fluctuations within ±5%.

Dynamic electrochemical performance guarantee: FCR response time ≤30 ms (millisecond-level power output achievable even at -20°C). Gas generation is suppressed by FEC+VC+PS additives; internal resistance rises by ≤10% after 1,000 cycles at 45°C, satisfying continuous aFRR frequency regulation requirements.

3. PV and Wind Turbine Component Protection Materials

PV cleaning and protection: Neutral deionized water-based cleaner (pH = 7±0.5, surface tension <25 mN/m) alongside anti-soiling and anti-corrosion coatings to preserve power generation efficiency and extend service life beyond 25 years.

Wind turbine blade materials: Epoxy resin formulations, polyurethane resins, and heavy-duty weather-resistant coatings against sand abrasion and snow erosion.

4. Insulation and Anti-Corrosion Materials for Cables and Grid Infrastructure

Ultra-high voltage cable and anti-corrosion systems: Cross-linked polyethylene (XLPE) compounds for ultra-high voltage cables, plus polyurea and epoxy zinc-rich heavy-duty anti-corrosion systems for substation steel structures and transmission towers.

Stable Long-Term Supply Chain Assurance and Technical Support Services

1. Extreme Inventory Strategy and Logistics Routes

The supply chain team of Shanghai Dingwujin Chemical Co., Ltd. recommends EPC contractors pre-position nine months of critical consumable reserves in underground or semi-underground warehouses at four power station sites: Kyiv, Kaniv, Kremenchuk and Seredniodniprovska. Shipments are fulfilled via the company's Poland warehouse in Warsaw, serving as an efficient logistics gateway into Ukraine:

Warsaw → Kyiv: Warsaw → Lublin → Dorohusk/Yahodyn Border Crossing → Kyiv (approx. 900 km)

Warsaw → Kaniv: Follows the same route toward Kyiv, then continues approximately 150 km south along the Dnipro River

Warsaw → Kremenchuk: Warsaw → Lublin → Border Crossing → Zhytomyr → Cherkasy → Kremenchuk

Warsaw → Seredniodniprovska: Warsaw → Lublin → Border Crossing → Dnipro City → Destination (approx. 50 km from Dnipro)

2. Professional Technical and O&M Service Team

Led by Chief Engineer Mr. Guo, the chemical technology team of Shanghai Dingwujin Chemical Co., Ltd. oversees formulation design, verification of key performance parameters, EU REACH compliance, full-process quality testing and certification management, ensuring every chemical product precisely meets the operational requirements of European equipment. Meanwhile, the team delivers systematic training for local Ukrainian O&M personnel covering chemical handling, storage, testing and emergency response, laying a talent foundation for sustained reliable operation.

The launch of World Bank Project P515275 marks a key milestone in Ukraine's energy transition toward decarbonization, European grid integration and distributed architecture. It also opens a multi-billion-U.S.-dollar supporting market for global chemical and advanced materials enterprises. Tailored directly to the core challenges of this project, Shanghai Dingwujin Chemical Co., Ltd. delivers integrated chemical services to underpin Ukraine's post-conflict grid reconstruction, new-energy energy storage and photovoltaic development, as well as interconnection with the European power grid. We are committed to delivering compliant chemical products on schedule and to specification, ensuring long-term dependable operation and full adherence to World Bank acceptance criteria, and supporting Ukraine in rebuilding a green, secure and resilient energy system.
