Supply of spraying materials for winter maintenance under DNS‑IQ/2026: calcium chloride shall be procured in solution form

The 25% concentration is not an arbitrary mixing ratio; it is a standard driven by Prague's winter road conditions. Main carriageways and bridges require rapid de‑icing, long-lasting performance and prevention of re-freezing of meltwater. Spraying vehicles need to be loaded and dispatched immediately with uninterrupted discharge. Chloride loading for road maintenance is capped, since guardrails and metal structures cannot sustain repeated corrosive attack. Prague typically sees winter temperatures ranging from −10°C to −20°C. The 25% solution has a freezing point of approximately −29°C, providing an adequate safety margin without over-dosing. Its viscosity is well controlled to prevent nozzle clogging, and once impurities are constrained in line with specifications, corrosion risks are correspondingly contained. Application dictates operating conditions, and operating conditions determine concentration and limits - this is the rationale behind the 25% standard.

Switching to solid calcium chloride extends the entire supply chain. While dihydrate and anhydrous pellets are cheaper to stock, they require on-site dilution before deployment. Dissolution absorbs heat initially, so they act more slowly than pre-mixed liquid solution. Dosing depends on manual proportioning, which causes significant batch inconsistency. Dissolution tanks, agitators and thermal insulation facilities are all mandatory, and salt precipitation often clogs pumps during cold nights. The 25% solution leaves the factory with its concentration and freezing point fully compliant. Supplied directly by tanker, it is ready for immediate spraying, eliminating dissolution workflows, equipment investment and human proportioning errors. Taking response speed, metering accuracy, equipment compatibility and labour costs together, the 25% solution represents the more cost-effective option for municipal spraying.

We are able to supply our clients with high-grade calcium chloride, rigorously screened against standards, for consistent and reliable long-term delivery.

Stocking deadline

Calcium chloride is highly hygroscopic and must be stored in a dry, enclosed warehouse with a recommended relative humidity below 60%. It shall be stacked on pallets raised above the ground, with outer packaging sealed by stretch film. Co-storage with liquids or acidic materials is forbidden, and the first-in, first-out principle shall be strictly implemented. Once the product absorbs moisture, agglomerates or deliquesces, it can hardly be restored to its original state. Road rock salt has lower hygroscopicity, yet it still requires shelter from rain and moisture to prevent bag rupture. If stockpiled outdoors, it must be covered with tarpaulins with proper drainage arrangements.

The solution is transported in 20-foot stainless steel tank containers. Upon arrival, it can be discharged into storage tanks at the local tank farm and then delivered to operational sites by tanker trucks in accordance with the spreading schedule. The solution has a freezing point of approximately −20°C. Trace heating is generally unnecessary during Prague's winters; nonetheless, tanks, pipelines and pumping equipment shall be thermally insulated and equipped with bunds, level monitoring and other related facilities. Drums are only intended for small-scale trials or samples.

Calcium chloride and rock salt may be pre-stored against customer orders. Upon receipt of the call-off notice, the goods will be forwarded to Prague via short-haul transport. Solid products are normally delivered within two to five working days.

Award criterion: Price, weighted at 100% (exact percentage weight)

In 2025, China's average export price of calcium chloride (HS 282720) to the Czech Republic stood at USD 346.2 per tonne, placing it in the lowest price tier among the Czech Republic's fifteen supplying countries. This is 57.5% lower than the overall weighted average price of USD 813.5 per tonne across all fifteen suppliers, 68% lower than the Netherlands (USD 1,080.0 per tonne), 52% lower than the United Kingdom (USD 726.0 per tonne), and 80% lower than Poland (USD 1,756.8 per tonne). For the same tonne of calcium chloride, the Czech Republic spends less than one‑third of the cost when sourcing from China compared with the Netherlands, and less than one‑fifth compared with Poland.

Selection criterion: At least one major supply project completed within the past three years

Our company has selected stable and reliable suppliers of calcium chloride solution based on production capacity. Shandong Shangshan Chemical has an annual capacity of 7,000 tonnes, Weifang T&P Chemical 6,000 tonnes per year, and Tianjin Binpu Technology Chemical 4,000 tonnes per year. We are capable of serving customers with demand above 3,000 tonnes.

We request business licences from suppliers to verify whether the calcium chloride manufacturers have more than five years of operational experience.

China's capacity advantage: China is the world's largest producer and exporter of calcium chloride. Production clusters are mainly located in Shandong and Tianjin, accounting for approximately 40% of global capacity. In 2025, China exported 1.2 million tonnes, representing 39.2% of total global exports. In international tenders, Chinese supply enjoys capacity advantages including large production scale, fast delivery, consistent batch quality and favourable costs.

Financial arrangement: Lump‑sum payment. After all goods have been stored in the Supplier's tanks and the stocking handover document has been signed, the Supplier shall issue the invoice within a maximum of 10 days

We take full charge of customs declaration and taxation formalities: this eliminates the cumbersome process of paying tax first and then applying for export tax rebates. You will only receive compliant invoices and are not involved in any cross‑border tax rebate procedures.

Goods enter bonded storage upon arrival with deferred taxes: import customs duties and VAT are suspended, so there is no need for you to make large upfront tax payments for the entire consignment before receipt.

Tax is levied only on quantities actually released / withdrawn from storage: tax applies solely to the portion delivered to you, with zero tax liability while goods remain in stock.

Call‑off delivery as required: tax is calculated proportionally based on each withdrawal quantity. This transforms your budget from a fixed annual commitment to flexible drawdowns according to usage.

FAQ

Q: How do you assess whether a supplier's production capacity is dependable?

A: Go to the plant in person to inspect the size of the equipment and its actual output; obtain and review executed contracts, technical documentation and annual output value; verify production qualifications and the business licence to establish how many years the supplier has been in operation; then screen each candidate strictly against the customer's selection criteria - and let capacity underpin delivery.

Q: Where does the Czech import data cited in the text come from?

A: The data are drawn from the United Nations Commodity Trade Statistics Database (UN Comtrade). The database is maintained by the United Nations Statistics Division and is built on official annual and monthly statistics submitted by national customs authorities, making it the most widely covering public database of merchandise trade. The query parameters were: commodity code HS 282720 (calcium chloride); reporting countries - the respective supplying countries; trade flow - exports; partner - Czechia; year - 2025.

Q: How do you guarantee after-sales service?

A: We rely on pre-event prevention, not post-event compensation. Our Seven-Dimensional Pre-Control Guarantee System covers supplier screening, capacity verification, technical equivalence confirmation, parameter locking, batch consistency control, documentation management, and shipment tracking - with all steps completed before shipment. Retained samples allow us to resolve any issue within 24 hours.
